Why is it that most shops are closed in statutory holidays in Canada?

Statutory holidays are supposed to be a holiday for everyone in Canada to enjoy but how can one enjoy when most of the shops are closed on these statutory holidays? When even buying a simple grocery items is not possible during statutory holidays, it can make people bored and crazy about how they want to spend their statutory holidays. In the past, from what I have known was that shops would be penalised for doing business and keeping their doors open during the statutory holidays. These days I am not sure if the government have changed the rules in regards to allowing stores to open for business.

The reason why most shops are closed on statutory holidays is that it is the rule and law in Canada. I believe the rules have been relaxed recently and quite many shops have remained open during statutory holidays. But back in the old days, there was penalty and fines for business stores when they stay open during statutory holidays. Part of the reason for closing shops during statutory holidays would be to allow the employees throughout Canada to spend more time with their families and friends. "All work and no play makes Jack a dull boy" which means the government are simply trying to make people happy and satisfied by forcing the employer to close shops and thus allowing the employees to enjoy their statutory off days.
