You won't be able to pick up hard copies of the forms for renewing your Permanent Resident Visa Card anymore. The immigration and citizenship department of Canada had stopped issuing hard copies, instead they want you to download the application form at their website at "Application for a permanent resident card". Then you can either complete the form online and print out the completed forms, or you can print out the blank forms and use handwritten pen to fill out the application form.
